Treaty of
Chickaloon

The Democratic People’s Republic of Cat Hill (“Cat Hill”) and Chickaloon (“Chickaloon”), hereinafter “the Parties,” agree to the following territorial settlement and conditions for peaceful relations.

Article I — Transfer of Territory

1. Upon entry into force of this Treaty, Cat Hill cedes to Chickaloon the territory delineated by the red outlines in Annex I, including the separately red-outlined island. Chickaloon shall exercise jurisdiction over that territory subject to this Treaty.

2. The Parties recognize the borders depicted in Annex I. Cat Hill retains the blue-outlined principal territory, the green-outlined Spawn Island Autonomous Region, and the southern orange-outlined area labeled “Cat Hill Territory.” The transfer does not alter the autonomous status of the Spawn Island Autonomous Region or allocate unmarked areas.

3. The Parties shall jointly confirm and record the corresponding in-world boundary coordinates. No unilateral interpretation of the map shall enlarge the territory transferred.

Article II — Demilitarized Zone

1. A demilitarized zone 20 meters in total width is established along the section of the shared Cat Hill–Chickaloon border marked “DMZ” in Annex I, extending 10 meters on each side of that border, measured horizontally perpendicular to it. The Parties shall record its precise in-world coordinates in a written boundary protocol before ratification; that protocol shall implement the width fixed by this Article, irrespective of the illustrative width of the map marking.

2. Neither Party shall station armed forces, establish military installations or fortifications, deploy weapons, store military explosives or ammunition, or conduct military exercises within the zone.

3. Civilian access and peaceful infrastructure are permitted within the zone. The railway rights established by Article III shall remain effective, provided that railway facilities within the zone are not used as military installations.

4. Neither Party may unilaterally relocate, narrow, suspend, or militarize the zone.

Article III — Uninterrupted Railway Access

1. Chickaloon grants Cat Hill a continuing right to survey, construct, operate, inspect, maintain, repair, replace, and use a railway through Chickaloon territory connecting Cat Hill with the Spawn Island Autonomous Region.

2. This right includes passage of trains, passengers, goods, railway personnel, and equipment necessary for construction and operation, together with reasonable access to associated tracks, bridges, tunnels, signals, and other necessary railway infrastructure.

3. Chickaloon shall not obstruct, close, seize, damage, disable, or otherwise interrupt the railway or its use, nor permit persons or entities under its authority to do so. Transit shall not depend on renewed permission for individual journeys.

4. The Parties shall coordinate the railway’s alignment and construction arrangements in writing. Such coordination shall implement, and shall not nullify or indefinitely delay, the right granted by this Article.

5. Any planned closure, restriction, relocation, or suspension requires prior written diplomatic agreement between the Parties.

Article IV — Protection of Cat Hill’s Land and Atmosphere

1. Chickaloon shall not undertake, authorize, facilitate, or permit any activity that could adversely affect Cat Hill’s land, waters, atmosphere, structures, or inhabitants, including those of the Spawn Island Autonomous Region.

2. Prohibited activities include, but are not limited to, harmful explosions or blasting; flooding or diversion of water or other fluids; pollution of land, water, or air; release of toxic or hazardous substances; and operations causing destructive effects beyond Chickaloon’s territory.

3. Chickaloon shall ensure that activities conducted by its authorities, residents, operators, or others acting within its jurisdiction comply with this Article. Activities posing a risk of such effects shall not proceed unless protective arrangements have first been accepted by Cat Hill in writing.

4. Where an incident threatens or causes harm, Chickaloon shall immediately cease the offending activity, notify Cat Hill, contain its effects, and undertake restoration and compensation arrangements agreed through diplomacy.

Article V — Freedom of Trade

1. Trade shall occur freely between Cat Hill and Chickaloon, including trade with the Spawn Island Autonomous Region. Residents, enterprises, and public bodies of either Party may buy, sell, exchange, and transport goods and services across their shared border.

2. Neither Party shall impose tariffs, customs duties, quotas, embargoes, discriminatory trade charges, or other restrictions on trade between the Parties, except by their prior written diplomatic agreement.

3. Neither Party shall obstruct peaceful commercial transit. Freedom of trade does not authorize conduct prohibited by this Treaty, including environmental harm or military activity within the demilitarized zone.

Article VI — Compliance and Consequences of Breach

1. The Parties shall perform this Treaty in good faith and address disputes through their authorized diplomatic representatives.

2. No Party may treat a unilateral declaration, domestic decision, or disagreement as diplomatic consent to depart from this Treaty. Any exception, amendment, or release from an obligation must be expressly agreed in writing by both Parties.

3. A breach of this Treaty without such diplomatic agreement may lead to further military action by Cat Hill. Any decision to undertake such action shall rest with Cat Hill’s Council in accordance with its collective authority and applicable voting rules.

4. Military action is a possible consequence of breach and is not automatic. The Council may instead pursue diplomatic settlement, cessation of the breach, restoration, compensation, or other agreed remedies.

Article VII — Ratification and Treaty Maps

1. This Treaty shall enter into force upon approval by Cat Hill’s Council under its applicable voting rules and acceptance by Chickaloon’s authorized governing authority, recorded by the Parties’ authorized representatives.

2. Annex I forms an integral part of this Treaty and supersedes both earlier treaty maps. Before ratification, the Parties shall confirm the proposed borders and record the precise in-world coordinates of the demilitarized section in the boundary protocol required by Article II, applying the fixed width of 20 meters, extending 10 meters on each side of the shared border marked “DMZ” in Annex I.

3. Amendments and agreed departures shall take effect only upon written approval by both Parties through their respective authorized procedures.

This map replaces both earlier treaty maps and presents the territorial settlement to be adopted upon ratification.
